10-year Take-over Program-90% Connection Rate by 2032

10-Year Take-over Program Objective

Our 10-year take-over program aims to raise the take-over coverage rate. Since year 109, the total number of users is 898,643, with a coverage rate of 80.23%. The program estimates to complete 10,000 take-over users each year. We project that the total number of users will increase to 1,036,443, and the coverage rate will rise to 90.00% by year 121.

To achieve the goal of 90% adoption rate by 2032, we have developed four major strategies to enhance user adoption.

Four strategies to increase User Connection

Current service areas:

  1.  "Construction barriers": This includes pipeline obstructions, terrain limitations, etc., The solution involves establishing a turnkey contract with annual goals for the number of users to be connected, and implementing rewards and penalties to address any construction obstacles encountered. 
  2.  "Lack of construction space": This includes situations involving additions in back alleys (fire lanes, statutory open spaces), full excavation of basements, retaining walls, ground anchors, etc., The solution is to transfer the case to the Taipei City Construction Management Office for processing.
  3.  "Old buildings": This includes buildings without usage permits, safety concerns, etc., The solution involves providing subsidies to facilitate connections. 
  4. "Unwillingness and other issues": This includes cases of obstructing and refusing connection. The solution involves implementing penalty procedures. For "other issues," such as passing through private land or boundary disputes, these are actively handled according to legal regulations, with assistance and coordination provided.

Current progress of take-over

Taipei City has 456 administrative districts: 378 districts classified as "current service areas," 71 districts classified as "partial service areas," and 7 districts classified as "future service areas."

The SSO set forth connection strategies for pushing up connection rates and achieving 10-year objectives, they include: expanding the boundary of the service area (for the supplementary branch), Set up small area pumping stations, clustered sewage treatment facilities, and Guide for sewage treatment or appoint exclusive sewage pipelines.
