Performance centered Operation and Management Contract

  • Plant operations of Dihua and Neihu plants adopted performance centered “Purchase of Service” contract to replace the traditional “Purchase of Labor” contract.
  • An incentive mechanism is set up to encourage vendors to improve both quality and quantity of treated water, where poor water quality will result in reduced subsidy.
  • Set upenergy/resource subsidize mechanism to encourage vendors for energy saving and carbon deduction.
  • Adopted ROT spirit by integrating equipment renewal with operations and maintenance of the equipment for increased efficiency and improved water quality.

Sewage treatment plant station equipment renovation project

Renewal Projects took place in Dihua Plant, Neihu Plant, Bali Plant and Pumping/Boosting Stations for the inferior quality in the treated water resulting from the aged equipment and poor performance.

Dihua Sewage Treatment Plant Renewal Project

  • Since the Dihua Sewage Treatment Plant upgraded to Class-2 in 2007, its equipment has become aged again after 15 + years have elapsed gradually; some facilities have come near to or passed the end of their service life. For getting expected sewage treatment, a further update project of the Plant has started since 2019.
  • For ensuring and improving treatment effectiveness and stability, the update project is implemented in 4 phases, 3 years each, for a total of 12 years from July 2020 to June 2032
  • In Phase 1 (July 2019 to June 2023), aged facilities such as blowers, deodorizer plant, fine bar screens, scum collection system, etc. are replaced, for improving the integral performance of operations and for achieving goals for energy saving and carbon reduction as well as for the stability in water quality and flow amount.

Neihu Sewage Treatment Plant Renewal Project

  • Since its commencement in 2003, Neihu Sewage Treatment Plant has operated for 19 years now, some of its existing facilities have reached or passed their service life span. In 2020, the SSO entrusted a professional consulting company to carry out an update of the respective mechanical facilities, electrical/instrumental control and function tests in the entire plant based on “function update evaluation for all facilities within the Neihu Sewage Treatment Plant.”
  • For ensuring and improving treatment effectiveness and stability of Neihu Plant as well as minimizing risks of centralized sewage treatment in Taipei City , the update project is implemented in 4 phases, 3 years each, for a total of 12 years from July 2021 to June 2033.
  • In Phase 1 (July 2021 to June 2024), the replacement of aged facilities such as pumps, blowers, circulating sludge pump, control systems, etc., is prioritized, for improving integral performance of operations and for achieving goals for energy savings and carbon reduction as well as for the stability in water quality and flow amount. Aeration facilities are added in front of effluent channels to increase oxygen content in the effluent, thereby being more protective to the water quality of the Keelung River during the dry season.
  • In order to stabilize water quality of the Keelung River and to improve sewage treatment performance of the entire city, the Neihu Plant is planned to have an early upgrade to Class-3 by June 2027; mainly for increasing a 10um disk-type filter at the end of the disinfection tank, purposed for achieving an effluent quality of BOD≦5.0mg/L with ammonia nitrogen ≦4mg/L. In the future, 3 sewage treatment plants along the Keelung River will positively benefit the water quality in the river.

Bali Sewage Treatment Plant Renewal Project

  • Since its commencement in June 1997, the Bali Sewage Treatment Plant has operated more than 2 decades now, all the facilities have passed their service life span and have been severely damaged over time. The performance of sewage and sludge treatment is affected.
  • For enhancing treatment effectiveness, replacing aged equipment, improving sewage treatment efficiency and stability, a 4-phase renewal project is implemented successively for activating the Tamsui River.
  • Budget of Project: NT$323.5million, Started on October 20, 2020, estimated completion: March 24, 2023.
