In houses not yet connected to the sewerage system, drains from the toilet pass through a sewage treatment facility (or septic tank) before getting into the gutter, where treated sludge remains in the facility and requires the user to clear it out periodically. Toilet paper thrown into the toilet tends to increase the sludge amount and results in needing a more frequent pumping-out of soils. 

Users already connected to the sewerage system shall still keep a good habit to verify that only specified toilet paper is allowed to enter the toilet; tissue paper, sanitary pad, rag, bamboo chip, wood strip, and other miscellaneous objects therefore can be flushed down the pan or it will be clogged. Furthermore, either improper piping slope or insufficient pipe diameter in a building may result in a clogged pipeline and cause inconveniences.

Any application must be filed prior to the construction work; completed pipeline alteration is not allowed for application. 

The fetch point is inside the Dihua Sewage Treatment Plant; please enter from the gate near the intersection of Huanhe North Road and Dunhuang Road.

Quick couplings, 2” and 2.5”, are available at the fetch point.

Please prepare your own containers or tank vehicles. When arriving at the entrance, follow the directions of the security and on-site personnel when entering and exiting the plant. Please fill out a registration form after loading water. 

Recycled water of the Dihua Sewage Treatment Plant is disinfected by sodium hypochlorite followed by sand filtering, the effluent even contains much lower chlorine content; however, for psychological reasons, still, it is not suitable for human contact for safety concerns.

It is now renamed the Taipei Backstage Pool.

The Neihu Sewage Treatment Plant: after going through the Bar Screen and Sedimentation for preliminary and primary treatment, the sewage then passes the aerated grit chamber and secondary sedimentation, for activated sludge treatment and disinfection before being discharging into the Keelung River. Sludge is transferred to processing systems in the Dihua plant and Bali plant across the Keelung River pipeline and Xizhi-Nangang Trunk for processing. 

The Sewerage Utilization Fee is charged based on water usage, since when the faucet is opened, most of the flow, after being used, will eventually enter the Sewage Treatment Plant. The basis for the levy is [Taipei City Sewerage Utilization Fee Levy Self-government Act] passed by Taipei City Council, current rate is NT$5 per degree (1 cubic meter). Since the water fee is also NT$5 per degree, if the monthly consumption is within 20 degrees, so it would seem that Sewerage Utilization Fee is as high as the water fee; however the rate of the water fee gets higher if the consumption increases, but the rate for Sewerage Utilization Fee remains the same, it will not increase as water consumption gets higher; we’d like to call your attention on this.

Due to this “long-time-no-change” Sewerage Utilization Fee, a significant funding unbalance is seen in the construction of sewerage infrastructure. According to statistics, the annual costs of construction, maintenance and operations averaged NT$2.5 billion in 2019-2021; user connection in Taipei City has reached 910 thousand households. Annual budget for income of Sewerage Utilization Fee averaged NT$1.3 billion; the difference between these is big between the two is big; the insufficiency has to be compensated by the unit’s official budget to maintain normal operations of the city’s sewerage system and to ensure water quality of rivers without having continued deterioration; however, considering the citizens’ burdens and financial conditions of the city government, this fee has been maintained at the present level of NT$5 per degree for more than two decades. 

For avoiding disturbance to the residents, the SSO has requested contractors of relevant works to notify the SSO and Village Offices before carrying out any investigation, and to present a certificate and copies of the relevant documents during the investigation, request for resident’s approval for entering resident’s house; if necessary, request Chief of Village for assistance.  

Furthermore, before carrying out user drainage construction work, the SSO will convene a User Connection Meeting; residents are welcome to participate in the meeting and to coordinate with SSO for carrying out relevant construction works.

1. Agree to deduct water use amount if “Regulations on reduction of water usage amount due to leaking underground pipeline” of the Taipei Water Department is complied with and the Taipei Water Department confirms that the leakage is due to a leaking underground pipeline.
2. "Regulations on reduction of water usage amount due to leaking underground pipeline” of Taipei Water Department is not complied with, but patrol personnel of Taipei Water Department have confirmed that the leakage is located outside of the house and user drainage facility is not located at the leakage position and not discharged into the city’s public sewerage system.

1. It shall be used fairly and openly for reflecting the actual needs of the locality.
2. To be used for improving public sanitation, security, environment quality, social welfare, cultural infrastructure, maintenance and management of public facilities, and for creating local characteristics and public benefits.
3. May be used for direct deduction of water fees. IV. The ratified usage plan of the local compensation fund, together with the utilization status, shall be published for 30 days on websites of SSO and District Office(s) and bulletin of villages. The public is entitled to request the management committee or district office for viewing the documentation.

1. Level-1 compensation area: based on topography of plant, a range of 9 times of the plant area within an equal radial distance from the plant circumference is the level-1 compensation area; compensation amount is 50% of the local compensation fund for the plant.
2. Level-2 compensation area: a range of 25 times of the plant area within an equal radial distance from the plant circumference, excluding that of Level-1 area, is the Level-2 compensation area; compensation amount is 30% of the local compensation fund for the plant.
3. Local administrative districts: Each plant will compensate the district office(s) of the compensation area at 20% of the local compensation fund.

Failure to complete connection with the sewerage within 6 months starting from the announced commencement date will result in a fine in accordance with Clause 4 Item 1 of “Taipei City Government Unified Penalty Baseline for Violations against Sewerage Act”; the penalty is subject to repetitive prosecutions. Never violate the law or punishment will result.    

The Neihu Sewage Treatment Plant feedback park (Neihu Sports Park) is under management by the Neihu Sewage Treatment Plant of Sewerage Systems Office, Public Construction Department, Taipei City Government.
