  2. The rating scale is divided into four grades: Excellent, A, B and C. The top grade “Excellent” is awarded to scores of 90 or above; Grade A for scores above 80 (inclusive) but under 90; Grade B for scores above 70 (inclusive) but under 80; and Grade C for scores under 70.
  3. Scoring and weighting:

(1) Weighting 1: Project Execution and Regulation (45%), Construction Quality and Management (25%), Facility Management and Operation (30%)
(2) Weighting 2: Project Execution and Regulation (45%), Construction Quality and Management (30%), Facility Management and Operation (25%)
(3) Weighting 3: Project Execution and Regulation (45%), Construction Quality and Management (35%), Facility Management and Operation (20%)
(4) The overall rating is calculated based on the weighting selected and submitted by each municipal (city) and county government before January 14, 2016, e.g. if Weighting 1 is selected, the final score and grade will be calculated as: (A)*45% + (B) *25% + (C) *30%.
