All-Age Inclusive, Water-Inspired Renewal: Neihu Sport and Recreation Park Reopens to the Public
Deputy Mayor Lee Shu-chuan attended the opening ceremony of the Neihu Sport and Recreation Park today (October 3). This urban green space, which has served residents for over 20 years, has officially reopened following a comprehensive renovation. Located above the Neihu Sewage Treatment Plant, which processes approximately 200,000 metric tons of domestic wastewater daily, the park has been transformed through a design-build environmental improvement project. What was once a single-purpose facility has been reimagined as a multifunctional, all-age inclusive space that integrates sports, recreation, education, and ecology. The newly upgraded park features an extreme sports area, a bouldering zone, a splash pool, inclusive playground equipment, and fitness facilities. It offers a diverse range of activities for families, youth, and older adults alike, bringing to life the city’s vision of “shared public spaces and intergenerational enjoyment.” Deputy Mayor Lee noted that the city government continues to promote the innovative revitalization of public facilities, with the Neihu Sport and Recreation Park serving as a model example. In addition to providing diverse recreational amenities, the park incorporates green energy and carbon reduction concepts. Facilities such as solar panels, small-scale wind turbines, and hydropower systems have been introduced, while reclaimed water from the treatment plant is used to create a demonstration ecological pond. These features integrate renewable energy and environmental education into everyday urban life. He emphasized that the project not only enhances recreational quality, but also demonstrates the city’s commitment to resilient urban development and sustainability. Commissioner Huang I-ping of the Public Works Department added that during the design phase, the city actively incorporated input from residents and professional groups through workshops, ensuring that the park better meets local needs. The construction process also embodied circular economy principles. For example, removed paving bricks were reused as the foundation for gabion seating, and old reinforced concrete pipes (RCP) were creatively repurposed into children’s play structures, putting the concept of waste reduction and reuse into practice. In addition, the environmental education center was upgraded, restroom facilities were improved, and pedestrian paving along Jiuzong Road and nearby riverside footbridges was enhanced to provide a safer and more convenient visitor experience. According to Director Huang Chun of the Sewerage Systems Office, construction began in December 2024 and was completed on schedule and to a high standard by the end of August 2025, successfully passing all safety inspections. The Neihu Sport and Recreation Park is not only a green space and sports venue, but also a public space that integrates environmental education, renewable energy demonstration, and inclusive recreation. It is expected to become a cherished part of residents’ daily lives and an important site for promoting carbon reduction and showcasing Taipei’s green energy vision.
